樊爽文简介_2015网易经济学家年会

樊爽文，男，汉族。1988年毕业于南开大学金融学系金融专业，获经济学学士学位，同年进入人民银行工作，现任人民银行支付结算司副司长。

樊爽文同志长年从事支付结算业务，具有丰富的理论和实践经验，对建设和规划我国支付结算法规体系和支付结算业务创新发展有着深入的研究和广泛的实践。组织起草并出台了一系列有关银行账户、票据、银行卡、预付卡及电子支付、支付业务监督管理等方面的规章制度，积极推广非现金支付工具应用，鼓励和推动支付结算业务创新。主导开展支付业务信息统计分析，银行结算账户管理系统和电子商业汇票系统的建设和运行等工作。

Fan Shuangwen, Male, Han nationality. In 1988, he graduated from Department of Banking Financial of Nankai University with a bachelor's degree in economics, in the same year he joined the People's Bank of China. Now he is deputy director of Department of Payment and Settlement of the People's Bank of China.

He has a deep research and extensive practice on the construction and planning rules for payment and settlement system and the innovation and development of payment and settlement business in China. Mr. Fan drafted and introduced a series of rules and regulations regarding bank accounts, bills, bank cards, prepaid cards and electronic payment, payment services management. He actively promotes the use of non-cash payment instruments, encourages and promotes innovation of payment and settlement services. He is in charge of information statistics and analysis of payment services, as well as the construction and operation of bank settlement account management system and e-commerce bill system.
