高尚全，1952年毕业于上海圣约翰大学经济系。1982年起任国家体改委处长、副局长、中国体改研究所所长，1985-1993年任国家体改委副主任。现任中国经济体制改革研究会名誉会长，中国企业改革与发展研究会会长，中国经济改革研究基金会理事长，中国(海南)改革发展研究院董事局主席；第九届全国政协委员、经济委员会委员；联合国发展政策委员会委员。他是我国研究经济体制改革的主流经济学家之一。多次参加党中央、国务院重要政策和体制文件的起草工作。

Gao Shangquan graduated from the economic department of Saint John's University in Shanghai in 1952. From 1982, Gao served on various positions at the State Commission for Restructuring the Economic System, including division chief, deputy director of bureau and director of its research institute. From 1985 to 1993, he was the Deputy Director of the State Commission for Restructuring the Economic System. Mr. Gao currently hold the positions of Honorary President of CSER, Director of China Reform Foundation and Chairman of China Institute for Reform and Development. Being one of the mainstream economists focusing on the economic reform, he often participate in the drafting of important documents regarding economic policy and structure for the central government.
